President’s Corner

Hello Everyone,
Well, warm weather at last. Time to get the airplanes out to wash off the winter dust and dirt. For those of us who have on-going projects, time to clean out the shops and garages and get working on those planes again.

Anybody who has been to the gas pumps lately noticed the sharp climb in gas prices for our cars. Aviation is also feeling the pinch big time. Go outside and sit for a while and see how many airplanes go by, I bet you will be lucky to see more than five. Times are changing, we can only hope prices will level out soon. The freedom of flight has become even more precious than ever.

This month Fun and Sun is held in Florida. It has been called the Oshkosh of the South.
Each year this fly-in has been growing in size and popularity with EAA’ers, many coming from all over the country and world. This is the place to see many of the new Light planes, Ultralights, Trikes and Parasails that are starting to gain popularity. With the never ending rise of gas, it is not a surprise. We even have some of our fellow Chapter members making the trip, some looking into seeing the latest designs, and some to volunteer at the Fly-in. We will be looking forward to hearing their stories and seeing the photos of their trip.

At the April meeting, Forest Barber was supposed to come in and give a talk on being a test pilot for the Taylorcraft Corp. Unfortunately Forest could not make it. Anyone who flies out of a grass field knows what it is like when the ground soaks up three days of rain. Forest has promised us he will make it down to our meeting in June. So mark your calendar, it will be a very interesting and fun evening.

I would like to thank Rick Ramsey for putting together a Plan “B”. He showed his video on “Getting Lost”. Rick also lead a good discussion on the subject as most of us can remember those days when we were on our first solo cross county. I surely remember my first, second and third time. Thank goodness for a cool head and good training from the instructor. The best part of flying solo was that you didn’t have to tell anyone how far you were off course, only that you made it there and back with no problem.

Also thanks to Cathy Stiehler for opening up the Terminal Building for us. Hopefully with the warm weather coming the airport will be staying open longer.

For the May meeting we will have a guest speaker from the Pittsburgh Institute of Aeronautics. Rick Ramsey has arranged for Denise Trenor to talk about a career in Aircraft Maintenance. The lady is a very interesting speaker and was a flight attendant for US Air. So pass the word on to a friend or a young person and invite them along. Please note that the May meeting will be held at Jefferson Community College at 7 pm on May 4th . Go to the main entrance and look for the signs or the crowd.

Rick and I have been traveling to the local High Schools and Tech Colleges to talk to their Guidance counselors and Auto Mechanic Teachers in hope of attracting their students to the meeting. Hopefully we will be able to reach out and get some young people and even some of the workers who have recently lost their jobs in the local mills. As for all of us, we can learn about aircraft maintenance too.

For the upcoming summer, we are going to try to introduce a couple of the new aspects of Aviation. We are trying to line up a couple of Trike and Parasail instructors to come down to the airport to give rides and to talk about their aircraft.
If you have any ideas or if you’d like to give a talk on your airplane, project or show a video for an upcoming meeting, please let us know and we will get you lined up.

One last thing, I would like to thank Don Green for his efforts in putting together this new form of the chapter’s newsletter. By doing it this way, it will save the chapter printing and stamp costs of over 75%. Remember as with all new things, there are always some bugs to be worked out. So bear with him, it is not an easy task. If you got a story, an event or something that can be of interest to your fellow Chapter members send it to Don.
And if you are on a computer, losing your newsletter will be a thing of the past. Posting of the newsletter on the web will be a week prior to the meeting. Remember to check in on the site occasionly for new updates and announcements.

See you at Jeff Tech.

New Chapter Positions
On occasion there have been questions from our members ranging from how to do this on my project to questions on the latest Flight rules. Last month I got a couple of applications for a Chapter Flight Advisor and an EAA Technical Counselor.
You might ask what do they do and how can they help me out.
EAA Technical Counselors advise builders during aircraft construction or restoration, and EAA Flight Advisors help pilots evaluate their
own flying skills as they transition to newly constructed or restored
aircraft.

I have asked Tom Cucarese to be our new Chapter Flight Advisor. Tom is a Flight instructor and has trained many students to becoming pilots. As a Flight instructor you have to be right on top of everything and Tom has also flown many different types of airplanes. So if you have any questions, he will help steer you in the right direction. We will look forward to working with Tom.

The tough job was to find someone in the Chapter who has the experience in working on airplanes and has even restored a few from the ground up. The only person that I know is fellow member Bill Van Nuys. As long as I have known Bill he has always had an airplane project being worked on somewhere in his house. He has most likely covered more airplanes than anyone I know. He is always lending a hand to help some one with an airplane problem. If there is something Bill doesn’t know, he can direct you to a fellow member who knows about such things as metal working, composites, wood working, welding or electronics. I am sure Bill will keep himself quite busy.

Chapter Hanger Update
Tom Curcarese says that due to the increase demand for Steel Buildings, the Chapter’s delivery date will be delayed by 3 to 4 weeks. In the meantime we are waiting to hear on the plans from the building codes officer.

The first phase of the project will soon be started. 30 feet of culvert pipe has been donated to the Chapter for placement in the gully in front of Jim Wright’s building. This will allow them to able to drive in straight into his building instead of along the side. By doing this, it will allow us to position our building closer to the road thus giving us more space on the other side and front of the building. Any further updates will be posted on the Chapter Web site.

FAA Credits EAA Safety Programs for Drop in Homebuilt Accidents

The amateur-built aircraft accident rate declined significantly over
the past year, and the FAA gives considerable credit for the drop to
EAA's proactive safety programs that continually improve safety and
competence among homebuilders.

FAA says the homebuilt aircraft accident rate dropped 25 percent for
the 12-month period ending September 30, 2003. Over that same period,
the fatal accident rate fell 36 percent. At the same time, total U.S.
homebuilt aircraft registrations grew to more than 25,000.

EAA's Homebuilt Aircraft Council, a volunteer committee of EAA'ers who
are experienced builders, provides solid support for EAA Technical
Counselors, who advise builders during aircraft construction or
restoration, and EAA Flight Advisors, who help pilots evaluate their
own flying skills as they transition to newly constructed or restored
aircraft. EAA Chapters provide excellent forums for homebuilders as they
complete their aircraft projects. Most of the 1,250 EAA Technical
Counselors and 560 EAA Flight Advisors are associated with
at least one local Chapter.

The CAF B17 "Sentimental Journey" will be at Wheeling Airport May 28th - 30th.

Sun 'n Fun Report
On April 16, 2004 I went to Sun and Fun for the first time. My initial impression was that it was a smaller version of Oshkosh AirVenture. Even though it was smaller, however, it was none the less very enjoyable to be among so many airplane enthusiasts. I saw everything from tow bars to F-16s.

The display area was not as crowded as Oshkosh, therefore, you could peruse the merchandise without being elbowed to death. I even ran into Dick Guenther from Cadiz.
He was participating in a booth advertising his paint shop and from what I understand, he might have gotten a couple of customers. He was very tired when we talked with him. I guess it is a lot easier to paint a plane than to talk about it all day long for several days.

There were also more tree lined picnic areas to sit and watch the whole air show. Also, unlike Oshkosh, Sun and Fun had a Jimmy Buffet Margaritaville buffet and lounge area with a performer singing Buffet’s songs. Not something you usually see or hear at Oshkosh.

The flying machines ran the gamut from powered parachutes to military jet fighters and everything in between. Late in the afternoon, the powered parachute group was out in full force with everything from the backpack type (where the person just runs and takes off) to the two person models. It was a wee bit windy that day and the audience had to duck once when one took off towards the crowd.

The Central Florida weather combined with the sport aviation environment was a welcome change from the blah winter in the Ohio Valley, and I would recommend it to all.

Tom & Cathy Cucarese
